The Bill, as passed by the Lok Sabha, is already with the hon. Members. The Select Committee earlier went exhaustively into the various provisions of the original Bill and also recorded evidence from some of the representatives of the industry. The various recommendations of the select committee has been incorporated in the Bill. In addition, the wishes expressed by some of the Members of the Lok Sabha have been incorporated in the Bill. The difficulties of small growers have been appreciated and the major portion of the acreage of rubber cultivation is held by the small growers. There are about 4.5 lakh growers in this country. The major portion of rubber cultivation is in Kerala. It has been clearly laid down that the Board should be constituted in such a manner as to include representatives of small growers. The rubber industry is one of the important industries. It covers a wide field. There are manufacturers of tyres and tubes, footwear, rubber goods and so on. The demand for rubber products has been increasing day by day. The export of rubber and rubber goods have also been increasing. It is therefore necessary that the Board which is entrusted with the promotion of rubber industry should be constituted properly so that it can discharge its responsibilities effectively and efficiently. The Bill seeks to provide for a larger and more representative Board.
